Can anyone tell me what’s wrong with this creative? Would you make any complaint when you see this in the financial district? I received this complaint from an idiot!

Not sure whether this is under your care or not. If you notice the bus stop at Robinson Road, one bra and one sarong being Hung at the advertisement board, does SBS need to do this? it is annoying to See this without knowing what this advertisement means.
If this is not duty/care, perhaps you can refer to the correct channel.
Would appreciate if you can take this ads out from this business

I just don’t understand what a big deal by seeing a BRA hanging in the panel! Come on… we are living in the 21th Century!! Gosh!! Then must well ask the government ban all the residents hanging their bra outside the HDB flat!

I think it's not appropriate to have them in CBD perhaps. There's image to uphold still. Doesn't blend in with the buildings mah.
